cadaver: add version 0.28
Adopted from SBo, where the build was orphaned at 0.23.3. Moved here
from Slackware-Pentesting-Suite. Uses the upstream release tarball,
which ships a generated configure and the neon macros, so the build no
longer clones neon from git or runs autogen.sh. CFLAGS now reach
configure.
