drawer: the settings gear moves from the grid to the user header
The grid is for quick settings, and the window it opened is the opposite, so a tile for it sat wrong. The gear now sits at the right of the user header, a round button that closes the drawer and opens the settings window on its landing page. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

A page can close the whole drawer by emitting `dismiss` from its `Page`, as
the clipboard does after a copy; `back` returns to the grid.
