stable-diffusion.cpp-vulkan: add version 899main
Vulkan build of leejet/stable-diffusion.cpp (sd-cli, sd-server).
Bundles upstream's patched ggml fork and builds the server web UI
offline from pinned npm tarballs listed in the .info. x86_64 only.
