feat: complete -V from .info version for --new
The -V/--set-version completion suggested a version only when
-f/--hintfile <pkg> was on the line (from the hint's VERSION). Extend it
to also fire for -n/--new <pkg>, pulling VERSION from the SBo .info at
REPO_DIR/<category>/<pkg>/<pkg>.info.
