add CLAUDE.md and AGENTS.md; fix README
- Add CLAUDE.md with repo conventions and build strategy docs
- Add AGENTS.md with mandatory workflows for AI agents
- Fix nuclei SBo availability (❎ → ✅)
- Remove stale hydra note (SBo has been updated to 9.6)
