openvino: add version 2026.2.1

Ported from the orphaned SBo script. The eight bundled dependencies are
pinned to the exact commits openvino references at this tag and dropped
in as archive tarballs, with the submodule placeholder symlinked to
whatever directory each one unpacks to, so a dep bump is a new SHA, URL
and md5 in the vars and .info with no edits to the body.

pugixml, snappy and tbb come from the system; flatbuffers is bundled
because the SBo package ships broken cmake files, and xbyak because its
cmake config exports a bare -isystem /usr/include that breaks GCC 15's
include_next. TBBBIND_2_5 is off, so the optional hwloc dependency is
not needed.

Configure runs under unshare -n where permitted, since openvino's cmake
otherwise fetches prebuilt dependencies over the network. The guard is
skipped where unshare is not permitted, such as a container without
CAP_SYS_ADMIN.

Requires OpenCL-CLHPP 2026.05.29 or newer: the 2024.05.08 opencl.hpp
references D3D11 and D3D12 external memory handle constants that the
current opencl-headers no longer define, which breaks the intel_gpu
OpenCL runtime.
