openvino: update to 2026.4.0
Picks up the fix for the intel_gpu OpenCL runtime, which failed to
compile against OpenCL-CLHPP 2026.05.29 with "expected constructor,
destructor, or type conversion before '(' token". That release removed
CL_HPP_PARAM_NAME_INFO_1_1_DEPRECATED_IN_2_0_, which ocl_wrapper.hpp
used unguarded; upstream added the guard in openvinotoolkit/openvino
PR 37096, merged after the 2026.2.1 tag was cut.
All eight bundled dependencies are re-pinned to the submodule commits
this tag references. oneDNN, oneDNN for GPU, onnx, protobuf and xbyak
moved; mlas, flatbuffers and ittapi are unchanged.
Both patches still apply and are still needed, with offsets.
The README no longer claims tbb must be built with hwloc: TBBBIND_2_5
is disabled here, so libtbbbind-2.5 is never looked for.
