nvchecker: migrate 4 stanzas to use_latest_release
qarma, hstr, python3-packaging, click cut GitHub Releases; switch off
the rate-limited use_max_tag path. gamescope, nvchecker, python3-fsspec,
firefly-cli have no releases/latest (404) so stay on use_max_tag;
gitea-cli is a gitea source, not github.
