repo: move all packages under SlackBuilds/ subfolder

Reorganize repository by moving all 11 package directories into a new
SlackBuilds/ subfolder. Update README.md, CLAUDE.md, and hooks/post-commit
to reflect the new path structure.

+Hugo is a static HTML and CSS website generator written in Go. It is
