CLAUDE.md, README.md: fix workflow commands and sync package versions
- CLAUDE.md: update workflow steps to use `cd <pkg> && <tool>` style
- README.md: update hugo to 0.159.2, llama.cpp-vulkan to b8611, qarma to 1.1.0; resolve stash conflict
