GRUB 2.14 draws the progress bar at least 28px tall regardless of its height property (measured with ./preview; not explained by the font or the minimal-size code in the source). Keep the component at 28px and draw it with pixmap styles whose top slice is a 24px transparent strip, leaving a 4px surface track filled with accent. GRUB paints theme components in reverse declaration order, so the panel image declared first was drawn on top of the menu and labels, dimming them. Declare it last. preview boots dist/udt in real GRUB x86_64-efi under QEMU and OVMF and screenshots it, which is how the ordering bug was found.
