OpenVINO is an open-source toolkit for optimizing and deploying AI

This build needs OpenCL-CLHPP 2026.05.29 or newer. The 2024.05.08
opencl.hpp refers to D3D11 and D3D12 external memory handle constants
that the current opencl-headers no longer define, which breaks the
intel_gpu OpenCL runtime.

TBBBIND_2_5 is disabled, so tbb does not need its optional hwloc
dependency and libtbbbind-2.5 is not required.
