Detected via grep -qi '^NODOWNLOAD=yes', padded with _pad_glyph for multibyte alignment. Tests T68/T69 cover populated and blank NoDL. Docs (CLAUDE.md, README, man page) updated and mkhint.1.gz rebuilt.
